Tether Limited is incorporated in BVI / Hong Kong; reserves are quarterly-attested by BDO Italia. Historic NYAG settlement (2021) restricted access to NY markets; not authorised under MiCA EMT. Despite the regulatory baggage, USDT remains the de-facto settlement asset across centralised exchanges and is dominant on Tron.
